REQUEST FOR ApplicatioNS

TO PARTICIPaTE IN THE Section 8 Project-Based Assistance Program BY PROVIDING FULLY-ACCESSIBLE APARTMENTS FOR DISABLED PERSONS

The New Bedford Housing Authority (NBHA) is accepting applications from property owner(s) to provide fully-accessible dwelling units for disabled persons under the Section 8 Project-Based Assistance Program.  It is the intent of the NBHA to assist fifteen (15) two or larger bedroom dwelling units for this purpose.  The owner may submit an application for one to fifteen accessible dwelling units.

Project-based vouchers are a component of the NBHA’s housing choice voucher program. The NBHA will attach voucher assistance to specific housing units if the owner agrees to set-aside a portion of the units in an existing rental housing development or building. All units must meet HUD housing quality standards and be fully-accessible to persons with disabilities as defined by the Uniform Federal Accessibility Standards (UFAS).  Rents must be considered reasonable by the NBHA.

The NBHA will evaluate and rate all applications for assistance that meet the threshold requirements and rating factors for award described in the Application for Section 8 Project-Based Participation for Existing Housing.  Threshold requirements for participation are:

§         Dwelling units must meet Housing Quality Standards (HQS);

§         Dwelling units must be fully-accessible or with limited costs, capable of being made fully-accessible for disabled persons as defined by the Uniform Federal Accessibility Standards (UFAS). For near-UFAS units, the NBHA will make a limited amount of grant funding available to assist the selected property owner with costs of UFAS compliance;

§         Proven ownership of proposed property must be provided;

§         The owner must certify to previous compliance with Fair Housing and Civil Rights Laws;

§         The applicant must provide proof that he/she has not been deemed ineligible for participation in Federal and NBHA programs; and

§         The applicant must provide proof that if the property is financed, that the financing is in good standing with no jeopardy of foreclosure.

§         In cases of re-use of foreclosed properties, which is encouraged by NBHA, the proponent must provide evidence of sight control.

Pre-qualification of Units:  All units proposed must be pre-qualified as UFAS or near-UFAS compliant by a NBHA approved MA licensed architect prior to the submission of your application for participation in this Section 8 Project-Based Voucher program. The NBHA will pay for all cost associated with this pre-qualification. This will require the property owner to submit a list of units proposed for assistance to the NBHA prior to submitting the application.  It will be helpful if the property owner can provide a scaled floor plan for each unit proposed with the list. The list and floor plan(s) (if available) must be submitted to Mr. Joseph S. Finnerty, Executive Director at the address below by 4:00 PM on July 6, 2009.  The NBHA will then schedule a prequalification inspection. Please note that a unit that is considered to be near-UFAS compliance will not be disqualified. If selected for participation in the Project-Based Voucher program, the property owner will be given an opportunity to receive a limited amount of grant funding the NBHA will make available to assist the selected property owner with costs of full UFAS compliance.

Applications that meet threshold criteria including the pre-qualification of units will be further rated based on proven management experience, property maintenance experience, financial responsibility, and condition of property.

Inquiries, Questions and Addenda: Proposers are expected to raise any questions they have concerning the RFP and appendices during this process.  If a Proposer discovers any significant ambiguity, error, conflict, discrepancy, omission, or other deficiency in this solicitation, the Proposer must immediately notify Mr. Joseph S. Finnerty, New Bedford Housing Authority, 134 S 2nd St, New Bedford, MA 02740 by 4:00 pm on Monday, July 6 2009 of such error and request modification or clarification of the solicitation.

Pre-qualification of Dwelling Units: The list and floor plan(s) (if available) for prequalification of units must be submitted to Mr. Joseph S. Finnerty at the address below by 4:00 pm on Monday, July 6, 2009. 

Application Due Date:  Application deadline has been extended to Monday, July 27, 2009 at 4:00 PM, and must be received (hand delivered or postmarked) by 4:00 pm, local time. Applications may be submitted to my attention:

Responses will not be read aloud.  Late responses will not be accepted.  Email or faxed responses will not be accepted.  Please submit one original and three copies of your application. Only applications submitted in response to the advertisement will be considered. The NBHA reserves the right to waive or change any portion of this solicitation as it serves the interests of the NBHA. Any revisions to this proposal request shall be made in the form of an official addendum issued by NBHA.  The NBHA reserves the right to reject any or all applications. This Request for Applications does not commit the NBHA to award a contract, or contracts.
